Do you mean that when you re-bleach your hair you only apply it to the roots?
If so, that's definitely the best way to prevent damaging your hair even further.

You mean you bleach your hair but avoid the few millimeter close to your scalp? I don't think that if bleach or dye touches your scalp that means your hair will be instantly damaged, I think the roots are kinda hard to get to since they're inside. If you bleach/dye the rest of your hair too much and the same parts over and over, you will damage it and it may start breaking. Just because you don't let bleach get on your scalp doesn't mean your hair's safe, depends on how you treat the rest of it.
